The digitization challenges of the maritime and port world

The maritime and port world has embarked on an unprecedented digital transformation. While digitization improves the performance, security and competitiveness of the sector, it also brings new vulnerabilities that can be exploited by cybercriminals. Cyber attacks on the maritime and port sector have multiplied in recent years, resulting in considerable financial losses for the operators concerned.

Particularities in the field of cybersecurity

The maritime and port sectors have specific characteristics that differentiate them from other sectors when it comes to cyber security. A ship at sea rarely has a cyber expert in its crew. It is connected to the land by satellite links with narrow and expensive bandwidth, which limits the possibility of remote monitoring and intervention. A port is a complex entity made up of dozens of IT, OT and business systems that communicate with each other to ensure the smoothest possible flow of maritime traffic and ever-increasing logistics flows.

Towards an ambitious French industry's excellence in maritime cybersecurity

France Cyber Maritime will bring together maritime and port operators with specific needs and qualified cybersecurity solution providers. Encouraged and supported by public and regional players, the trust-based collaboration between members will foster the ambition to develop French expertise in maritime cybersecurity, which will radiate throughout Europe and worldwide, for the mutual benefit of all parties, in the service of France’s competitiveness and sovereignty.

It will take the concrete form of an offer of specific services adapted to the needs of the industry: auditing and consulting, R&D, development of specific products and services, maintenance in security condition, training and education, promotion and animation, etc.

France Cyber Maritime, the French sectoral response to cybersecurity issues in the maritime world

The maritime and port world has embarked on an unprecedented digital transformation. While digitization improves the performance, security and competitiveness of the sector, it also brings new vulnerabilities that can be exploited by cybercriminals. Cyber attacks on the maritime and port sector have multiplied in recent years, resulting in considerable financial losses for the operators concerned.

At the end of 2019, a working group is bringing together the first good willing players from the maritime and cyber sectors under the leadership of the Secrétariat Général de la Mer (SGMer). Its work was to define the purpose and missions of a national cybersecurity coordination center for the maritime sector and propose the creation of a legal structure to move from design to implementation.

The association FRANCE CYBER MARITIME was created on November 17, 2020, with the support of the SGMer, the Agence Nationale de Sécurité des Systèmes d’Information (ANSSI) and about fifteen public and private partners.

Its missions :

  • Strengthen the development of a French industry of excellence in maritime cybersecurity, by offering services and solutions adapted to the needs of the sector ;
  • Increase the resilience of the maritime and port world to cyber risks, by creating and establishing a Maritime Computer Emergency Response Team.

Its board will be composed of 9 members, 3 per college.

Building a safer maritime and port world: the M-CERT

Greater resilience in the maritime and port world requires the creation of a system dedicated to monitoring, analyzing, sharing and managing incidents, the Maritime Computer Emergency Response Team (M-CERT).

Located in Brest, it will start up in mid-2021 and gradually increase in size with the aim of reaching full operational capacity by the end of 2023.

This nationwide structure will provide information and assistance to all maritime and port operators in metropolitan France and the French overseas territories.
